A. ARTICLE PROCESSING CHARGE POLICY
O’dora Journal of Educational Studies (OJES) is an open-access journal that provides free and immediate access to all published articles. To support editorial management, digital publishing, website maintenance, copyediting, layout editing, metadata management, archiving, and online dissemination, the journal may apply an Article Processing Charge (APC) to accepted manuscripts.
The APC is charged only after the manuscript has successfully passed editorial screening, peer review, revision, and final acceptance by the editor. Payment of the APC does not guarantee acceptance and does not influence editorial decisions.
Transparency Principle: Editorial decisions are based solely on academic quality, originality, ethical compliance, relevance to the journal’s aims and scope, and peer-review recommendations.

The journal does not charge authors for the peer-review process.

The APC is charged only for accepted manuscripts before final publication.

Readers can access, download, and read all published articles freely.
C. WHAT THE APC COVERS
The Article Processing Charge supports the publication process and long-term availability of articles. The APC may cover:
The APC does not represent payment for acceptance. It is intended to support the technical and administrative costs of publishing accepted articles in an open-access format.
D. PAYMENT TIMING AND PROCEDURE
APC payment is requested only after a manuscript has been officially accepted for publication. Authors will receive payment instructions from the editorial office or publisher after the acceptance decision has been issued.

- 2 The manuscript undergoes editorial screening and peer review.
- 3 The author revises the manuscript according to editor and reviewer comments.
- 4 The editor issues an official acceptance decision.
- 5 The corresponding author receives APC payment instructions before final publication.
Payment Note: Authors should not make any payment before receiving official payment instructions from the journal editorial office or publisher.
E. WAIVER AND DISCOUNT POLICY
OJES may provide APC waivers or discounts under certain conditions, subject to editorial office approval and publisher policy. Waiver or discount requests must be submitted before final publication.
Waiver or discount requests may be considered for authors with limited funding, students, early-career researchers, authors from under-resourced institutions, or invited manuscripts. The granting of waivers or discounts does not influence editorial decisions.
Independence Statement: APC waivers, discounts, or payment status have no influence on peer review, editorial evaluation, acceptance, or rejection decisions.
F. REFUND POLICY
APC payments are generally non-refundable once the accepted manuscript has entered the copyediting, layout editing, production, or publication process.
Refund requests may be considered only in exceptional circumstances, such as duplicate payment, administrative error, or withdrawal approved by the editorial office before the production process begins.
Refund Note: Refund decisions are made by the publisher or journal management based on the status of the manuscript and the reason for the request.
G. NO FAST-TRACK OR GUARANTEED ACCEPTANCE
OJES does not offer paid fast-track review or guaranteed acceptance services. All manuscripts are evaluated through the regular editorial and peer-review process.
The journal does not accept payment in exchange for acceptance, favorable review, accelerated review, or publication without proper editorial evaluation and peer review.
Editorial Integrity: APC payment is separate from editorial decision-making and does not affect the outcome of peer review.
H. ARTICLE WITHDRAWAL AND APC
Authors who wish to withdraw a manuscript must submit a formal withdrawal request to the editorial office. Withdrawal requests must include the manuscript title, manuscript ID, corresponding author name, and reason for withdrawal.
If a manuscript is withdrawn before acceptance, no APC is charged. If a manuscript is withdrawn after acceptance and after production work has begun, the journal may apply administrative or production-related charges according to the publisher’s policy.
